Key Achievements:

As Program Delivery Lead at Department of Justice and Community Safety, Jacques successfully managed the go-to-market and vendor selection process for key strategic platforms including Pegasystems, Informatica, and Oracle, and oversaw implementation activities across multiple agile delivery teams, stakeholders, and vendors. This included the successful rollout of multiple releases from the Transformation Program Roadmap into production, generating significant revenue and benefits for the organization. Additionally, he implemented the IT support model for the new system and collaborated with stakeholders such as DTP, VicPoL, and Courts VIC to deliver a new solution to the Victorian community. He led the development of the program’s hybrid and blended agile delivery model and integrated program plan, ensuring alignment between teams and execution according to agreed milestones. Furthermore, Jacques designed and established a Model Office to validate features incrementally, de-risk implementation, and capture early business feedback. In a program leadership role, he was part of the leadership team and the Steering Committee, reporting directly to the Portfolio Director and Sponsor.


As Senior Agile Project Manager at Worksafe Victoria, Jacques successfully delivered improved outcomes for injured workers and the Victorian community by streamlining operations and replacing outdated legacy systems with modern strategic platforms and technologies as part of the WSV2030 Strategy Program. He led program planning efforts across business and technology teams, integrating modern and flexible delivery models with insourcing options. This resulted in a responsive and adaptable plan that met changing business needs throughout the transformation. In his key leadership role on the Platform Replacement leadership team, he oversaw teams and resources across various business sections. Through effective management and coordination, he led both agile delivery teams and traditional legacy system delivery teams to execute transformation deliverables within the agreed scope, time, and budget.


As Senior Project Manager at Transport Accident Commission, Jacques led the successful data migration of all business data from 14 legacy systems to TAC’s new strategic business platform. He delivered a business intelligence data archiving solution, transferring all legacy application data to an Oracle warehouse for historical retrieval, enabling phased decommissioning of legacy systems and reducing ongoing costs. As part of the CSP Program, Jacques managed the decommissioning of all legacy applications, infrastructure, and support contracts. He implemented the Supported Recovery working model on time and within budget, enhancing TAC’s ability to support clients post-accident. He also led initiatives to improve claims adjudication, preventing benefit leakage and fraud, and enhancing business processes through reliable and consistent real-time adjudication functions. Additionally, Jacques delivered digital components for TAC’s online portal to better manage client needs. He designed and established a continuous delivery and improvement model using SCRUM and DevOps practices, which TAC adopted for ongoing business demand management. Moreover, he proposed advancing planned 2020 projects to 2017, resulting in significant infrastructure and support cost savings for TAC.


As Project Manager at Medibank Private Limited, Jacques successfully delivered the Claims Platform into production on time and within budget, enabling straight-through processing with real-time claims adjudication functionality, thus meeting Medibank’s business requirements. He implemented digital claim channel integrations, including HICAPS, Medicare, ECLIPSE, SALMAT, and online member services, enhancing member experience through web-based facilities. He delivered BAU improvement and remediation initiatives to ensure compliance with policy and regulatory requirements. He led the implementation of a standardized canonical business model for Medibank’s product offerings, simplifying communication and integration of claims, product, and policy information across the Medibank ecosystem. Additionally, Jacques supported the integration of cross-sell insurance products, providing a comprehensive 360-degree view of members. He established continuous integration and delivery practices with automated testing, maturing Medibank’s DevOps practices from “Initial” to “Well Defined,” which positively impacted organizational culture, collaboration, delivery practices, and improved quality and velocity.
